TWO COUNTY MEETINGS THIS WEEK: FEB. 22ND - WORK SESSION ON FUTURE OF PLANNING AND ZONING At 1:30 on Monday, Feb. 22, the Board of Supervisors will meet in work session to for "Discussion and possible guidance on determining the future direction of the planning and zoning effort, including the potential reorganization of the Planning Department." In a recent article in the Sierra Vista Herald, Supervisor "Call did say that, as a means of becoming more efficient, Cochise County is planning to merge two of its departments in the near future. The Planning and Zoning Department will be combined with the Highway Deparment. The merger will not result in any layoffs....." The public attending the work session will not have an opportunity to speak but may send written comments to Chair Ann English at aenglish@cochise.az.gov. FEB. 23RD - A MUST READ BY ALL ANIMAL OWNERS - ANIMAL CONTROL ORDINANCE TO BE HEARD BY BOARD OF SUPERVISORS - The final draft that has been re-worked by the County Attorney's office remains problematic to many animal owners in the County. Although much is from the old ordinance, inclusion of new definitions and new lanuguage creates a document that is very intrusive and, according to many, unreasonable. SEVERAL OF THE GREATEST CONCERNS ARE: 1. If the Animal Control Officer feels that the situation may reoccurr, the officer can bypass the Citation process, enter your property without a warrant and impound your dog if the animal has been unattended for 24 hours, or the dog is barking loudly, or the owner has not meet the minimal general care provisions. 2. An "owner" now includes every person who resides at the same address and permits an animal to remain on the premises in which that person resides. 3. An owner of five dogs greater than 3 months of age will be required to license each dog individually or purchase a kennel permit. A kennel is considered an Animal Husbandry Service and is a special use in several zoning districts. 4. Greater authority to euthanize animals "at large" without contacting the owner. 5. Requiring owners to prohibit cats from being "at large". The above just skims the issues identified by concerned residents. Click here for Submitted Comments by CDO.
